The paint itself is already pretty flexible (but def needed with lacquer or enamel). Flexible primer, however, is required or you may have cracking in the substrate. In a collision situation, it doesnt matter if there is flex agent or not. There are some newer flexible topcoats that go over the clear, that offer added resistance against chipping-- they are essentially "self-healing" coatings. These can go over either rigid or flexible parts and are very flexible themselves. They might get damaged as happened with your fender, but would smooth themselves out if left undisturbed.
